Sometime after talking with Irene, but either before or after Germany speaks with Ren, you can find Germany just walking around the crowd, he has a notepad and pen in hand and will take note of anyone he meets. He does not know if it is wise to approach the unrecognizable people or not.

If you're a nation, than he may approach you first. If he spots you before you spot him.

If you're not a nation, he will talk to you only if you approach.

Germany clearly has a heavy German accent, no matter what language you're hearing him speak in. After his conversation with Irene he has come to the conclusion that this is not an enforced vacation and he is taking it surprisingly well. Perhaps he's in shock?
