This appears to be mostly a business and government district. I don't often see anyone in this district other than the natives who appear to work here or people who are traversing to reach the other districts.

The explanation they have given is that because they are unpowered, should we step into them, our energy will drain rapidly until we become ill. I have not experienced it myself, but I would rather not test it.
