By the time Rise has the time to stop and think about how angry she is about being kidnapped so soon after the last time and how absurd this whole set-up is and how presumptuous to assume she'll just help - and those shadows lurking aren't helping her to think this isn't connected to the previous cases - she's been ushered into the welcome centre, had an envelope shoved into her hands and just as quickly been ushered out again. Perhaps they know she's half a second from exploding - she'll certainly be going back in to give someone a piece of her mind.
The second time she emerges, with no answers that she particularly wants, she's still clearly upset. Ostensibly she's trying to find her apartment but it looks a heck of a lot more like she's stomping off in whichever direction she feels like until she feels better. In fact, it's a little of the two - really, she's looking for somewhere quiet, somewhere she can summon Himiko and work out just what's going on here. Assuming she can on either count, of course. Failing that, she's watching out for anyone she knows although not so carefully that she'll necessarily spot them before they spot her.
