Junpei usually tried to come down to see the new arrivals on the 18th; He'd missed them in January (they were two days late though, totally not his fault!) so he figured he'd make up for it, take the day off and come check it out! Walking around the welcome center, he kept his eyes and ears opened, looking for familiar faces.
