He was surprised but glad that Bucky stopped struggling when Tony pointed the repulsor at him. Despite that, Steve continued to hold him and it left a bitter taste in his mouth that he couldn't really trust Bucky to not attack him still.

Honestly though, Steve was getting used to disappointment and bitterness ever since he met Bucky again, he just tried to squish those feelings down whenever they came up. But Steve just needed to focus on what was happening now instead of dwelling in his thoughts.
