When Dragonite stops, hovering in place, there's a grand view of the city below them, and a fall from this height would probably prove fatal. Not that Dragonite would let that happen, of course.

"It looks like this is as high as we're going. Is there anywhere you'd like to go while we're up here?"

Obviously the restricted districts and anything beyond the city walls are still off-limits, but there should still be plenty of options.
