Kit thought for a long moment. "I think so," she finally said. "Not all the fights there are to the death; they'd probly run out of fighters too fast if they were. But some of them are. And deaths can even happen sometimes if the fight isn't to the death, if someone get hurt badly enough, or if their opponent is nasty enough."

"I don't think it's really the best way of dealing with criminals," Kit said. "But it's the Dogs' City and we can't tell them what to do, so..." She shrugged a bit. The cats were no longer a real political power, and even if they were, even she knew that trying to interfere in another tribe's business like that was just asking for trouble.
